Good morning ladies and Gentlemen;
It is neither time for me to be going on and on about what we are trying to do here today. As we are all very aware, we came into government with set of pledges to the people. And to formulate these pledges, we came out for the very first time with a program - with a manifesto - and we, in a sense sold that program to the people of the Maldives. Very clearly and very repeatedly we kept on and on and on, on the pledges that have been now has been drawn into an operational plan in this document. The people of this country are very aware of what we said during the election and now what we are intending to do is to make an operational plan of that manifesto.
We are thankful for the assistance given to us by the UNDP office here. We are also thankful for all the people who worked very hard, especially the Planning Department and the President’s Office and all the ministries, who have worked very hard in coming up with this document. The idea is that by November 11th we are able to have with us a framework for development – a framework of how this administration will proceed from there on.
We are with the belief that we have been also, in the last year, running government within this framework. So basically this is the game to reinforce how we have been operating the last one year. In the process, we are also able to very clearly identify and assess how we have done in the last year - our achievements and our failures. I have been saying that, I believe we will be able to come out at least with a B report at the end of the session or at the end of the year. And by November 11 we hope to see where we stand. We also hope to see where individual ministries or individual offices that hold the pledge stand at. Right now, going through this document one of the key features that really came to the front was how territorial ministries have been.
In a number of countries, how government is conducted is not necessarily through the territory of line ministries but on what we want to deliver to the people. In many instances, what is required by the people or what is pledged by political party or by a program is not necessarily just simply delivered by a single line ministry. So we come with these crosscutting ministries and issues, which basically indicate how irrelevant the territory of a ministry is.
We have been with a bill, we have been with the idea that once we come out with a budget, the budget itself also should look more on what we are trying to do rather than what each ministry would be spending. But I don’t know how far we have been achieved on these objectives. But here is an assessment and I would like everyone to understand that we will be looking at this assessment and therefore we can plan the next year and rest of our term more in the sense firmly.
I do not want to spend so much time as I said, but I will try and spend more time listening to what others have to say I am not leaving as Mahmood suggested because I believe he would be staying here. Actually my next engagement is with Mahmoodh so therefore there is no point for me just going on while you’re sitting down. So I will just stick here I have some time as long as Mahmoodh feels that he has the time to sit here.

I just thought after having given a presentation of all the 5 pledges, it would be appropriate for us to just let you know what we have been doing this year and exactly just a sum of the pledges.
The government has been able to tender for all the provinces of the transport network. And we are in a position to sign all the six provinces, transport system for all the six provinces by November 11th. The government have been running or providing transportation for the central province for the last 7 weeks. Within that 7 weeks more that 12,700 people of that province has used that transport system. This means that more 10% of the resident population of that province – Thaa and Laamu – more than 10% of that province is using the transport system everyday. So basically we feel that the usage is good but we do not feel that with this kind of numbers the system itself can financially beak even. Therefore the other components required for the system to succeed mainly the terminals and the guest houses associated with the system has now to come up. We believe that the companies who are successful in bidding and who are running the system will be able to come up with the other components to make the whole system viable and perfect. But we still think that the system is running very well. I have used, I have gone around using the system last month and I think that it is functioning fairly well. The system is self sufficient. The government is not spending even one single cent to provide transport, but we feel that with the land concessions associated with that, the system can and will be very, very successful.
In cost of living: basically direct taxation, the government has submitted 2 bills to the Parliament and we are in the process of submitting, tabling another bill on taxation. For tax reform to become effective the Parliament has to work with the government in delivering these pieces of legislations. We believe that the Parliament will. We have, when we really have to bring the Parliament working on an issue, we have been able to achieve that. We feel that taxation bills are very important therefore we will work to get these tax bills through the Parliament by the end of this term which would be in the next two to three months. So hopefully, we will get it done through the parliament, and I have all the confidence that we can.
The other issue on the cost of living is balancing the books, living within our means. To do that, we have to reform Civil Service. We have to reduce the number of civil servants by large a amount. Presently Civil Service is structured in a manner where support service to technical staff is so big that at times when you do not even have the technical staff there is huge support service. So you are actually wondering what these support servant is supporting. I have seen many health centres with no doctors or nurses but a huge support staff supporting the doctor that is not there and the nurses that are not there. So we need to really reorganize ourselves. We need to restructure the Civil Service and we have a program to do that and we will do it and we will continue with it during this month, next month and until we are able to do it. And we are no going to back out from it. I believe will be extremely irresponsible of this government if we are to back out from Civil Service restructuring simply in the name of an easy life in politics. No, that is not going to happen! We will push forward and we will deliver in restructuring the Civil Service.
Also in reducing entry cost to industry basically means that the high investments required for starting up a resort because of high rents, will have to readjust ourselves in tendering. That is going to happen in terms of housing, we will see more of it.
In trying to reduce the cost of living we need more houses, we need a proper health insurance system and we need get our transport system running. So the only two areas which are not done in cost of living is just taxation, and that had a lot to do with the parliament.
Now in housing, we have been able to sign firm contracts with three parties that would deliver 1,900 homes by the end of next 8 - 9 months. That is what we have been able to do in the last year. We still need another 8,900 homes for us to reach our target of 10,000 homes. We believe that we have a blue print. We feel that the process we are going is to give us results and we will go ahead with it and tender it again until we have the 10,000 homes that we want to build within the next 5 years.
In terms of health I find it quite amusing, in the sense, because when I first read the right-up on the health pledge, the narrator, the literature again went on and on about communicable diseases. This country does not have a problem now with communicable diseases. It is very obvious with the facts and figures that more than 40% people of this country die of non-communicable diseases. Infant mortality is not a problem now. Life expectancy is high. Yes, we have a problem with child nutrition. But to assume that we are still a developing country and therefore steering our focus accordingly is misleading, and therefore it will not produce the results that we want.
We have symptoms of a developed country’s health portfolio. We have the symptoms of not really a developing country health issues but we have... all the symptoms that I have been able to have a look at and I have been able to understand is that, more than 40% of people in this country are dying of non-communicable diseases. Therefore we can’t be spending all of our money on malaria, all our money on infant mortality anymore, all our money on life expectancy any more. We have to shift ourselves, we have understood that we have to actually move away from being a developing country or a least developed country to a more developed economy. Thanks to all the work done in the past we have actually reached that goal. And now I feel that it is important for us to understand that we have reached that point and plan accordingly.
Many might come and contest me. I can understand that, but I have been for the last one month reading on this. Every single available report on health care in Maldives is suggesting that non-communicable diseases are the mail problem and not communicable diseases. Malaria no longer is the single most important issue, polio is not and so are not many other such diseases. I do understand we have to maintain the position we have reached, maintain the ground that we have been able to achieve in health care. But in planning for the future, we have to understand that we are no longer a least developed country.
In health care, what we really do need to develop is the transport system. In health care we really need to develop is to have a proper health insurance scheme.
I visited Veymandoo health centre and Gan health centre or the two hospitals where transport is available. In Gan outpatients have increased by more than 30% since we started the transport network. In Veymandoo also it is exactly the same. Out patients have increased by more than 30% actually in Veymandoo.
This would allow us to rationalize on the number of health centres. It would allow us to concentrate our resources in major main centres such as, in Thaa and Laamu, in Gan and Veymandoo. So we would like to see more efficient paying hospitals in Gan and in Veymandoo. We would like to see the private sector check in, to provide healthcare where ever it makes economically…where ever it makes a business case. My feeling is that if the transport system works, and it is working, that there is a business cater for the hospital in Gan which is Laamu Atoll.
I must also add that while during the last year we have been able to tender and come in to form agreements in housing, we have no being able to privatize a single health institution. We have been able to privatize one school, we have also been able to come up with a transport system but we have not being able to privatize one single health institution. This, I would like to point this out; this is mainly because of the frame work of the thinking and the resistance that we received from the present workers in the health system. We will have to overcome this. And we are elected to privatize, and therefore again the civil service restructuring we will go ahead with this and we will privatize the healthcare system and we will help to privatize parts of the education system.
These are the policies that we were elected to and we will have to go ahead and we will have to do that. Have no doubt that this government will move forward. And I really just want to assure everyone that these issues, these points upon which we were elected, we will move forward.
In drugs, our single most difficult issue is both investigation and prosecution. The Home Minister is very much aware of the situation. The minister has been able to reduce the number of cases or reduce the number of hard drugs coming into the country by a very large amount. We feel that we have been able to stop or reduce the number of drugs coming in. Of about more than 30 – 40%, for instance combined quantity of drugs seized this year or in 2009 has been more than last 10 to 15 years. And therefore we feel that, that work is going very well and we need to work more on investigation of violence and that kind of work, and more to do with police work as much as to do with rehabilitation work.
Also I must say just that last night Dr. Aminath Jameel was in Manadhoo. And she was trying to set up a rehabilitation centre and a detoxification centre at that island. The island development community, apparently, did not want to have this rehabilitation centre on there island. We have population centres where there is lot of drug use. Wide spread use in Addu is very common, and we fell that it is very important to have a rehabilitation centre in Addu. But for an island development community or any other community to come out and resist establishment of a rehabilitation centre cannot be tolerated and we will move forward again and we will establish rehabilitation centres where ever it is necessary. And we will do that.
Again, I just want to say that the whole idea of the strategic plan is to show and for us to understand the framework upon on which we are working. I just thought I will sum the five points up before the UNDP Resident Coordinator can come up and finish the meeting.
And just before I leave, again I thank the President’s Office or rather the people who are working there, the UNDP staff and the UNDP consultants and the Planning Department and all the ministries that had been working in this program. It will be appropriate for me to say a few words in Dhivehi also this is an important piece of document for us.

އެނގިވަޑައިގަންނަވާނެ އަޅުގަނޑުމެންގެ މިއަދުގެ ހުށަހެޅުމުން މިފެންނަނީ މިދިޔަ އަހަރު ދުވަހު އަޅުގަނޑުމެން މަސައްކަތް ކޮށްފައި އޮތް އުޞޫލުތަކާއި އަދި ކުރިއަށްއޮތް ތަނުގައި އަޅުގަނޑުމެން މަސައްކަތް ކުރާނެ އުޞޫލުތައް. މީގެތެރެއިން، ފަސް ވަޢުދުގެ ތެރެއިން އަޅުގަނޑުމެން ބަލައިލާއިރުގައި، ދަތުރުފަތުރުކުރުމުގެ ނިޒާމް އަޅުގަނޑުމެން މިހާރު މިދެކެނީ އެއް ޕްރޮވިންސް އެއީ، ނ، ރ، ބ، ޅ، ފިޔަވައި އެހެން ހުރިހާ ތަނެއްގައި މިހާރު މިވަނީ މި ނިޒާމް ޤާއިމު ކުރުމުގެ އެގްރިމަންޓްގައި ސޮއި ކުރެވޭ ހިސާބަށް ކަންތައްތައް ގޮސްފައި. އޭގެއިތުރުން، މިހާރު 6 ހަފްތާ 7 ހަފްތާވެއްޖެ. ތ. އަތޮޅުގައި އަދި ލ. އަތޮޅުގައި ދަތުރުފަތުރުގެ ނިޒާމް ޤާއިމު ކުރެވިގެން ކުރިއަށް ދާތާ. އޭގެން އަޅުގަނޑުމެންނަށް އެނގުނީ، އެއަތޮޅުގައި މިދިޔަ ފަސް ހަފްތާގެ ތެރޭގައި 12700 މީހުން އެ ނިޒާމުގެ ބޭނުން ކުރިކަމާއި އެއީ، އެއަތޮޅުގައި ދިރިއުޅޭ މީހުންގެ ތެރެއިން އާބާދީގެ ދިހަ ޕަސެންޓް ކޮންމެ ދުވަހަކު ދަތުރަށް އަރަނީ. އެހެންވީމާ، އަޅުގަނޑުމެންނަށް ރަނގަޅު ދަތުރުގެ ނިޒާމެއް އަޅުގަނޑަށް މިލަފާކުރެވެނީ ޤާއިމް ކުރެވޭކަން. އެހެންނަމަވެސް، އެ ނިޒާމް ހިންގާ ކުންފުންޏަށް މިވަގުތު ފައިދާވާނެކަމަކަށް އަޅުގަނޑުމެން ދަންނަވަނީކީނޫން، އެ ކުންފުންޏަށް ފައިދާވެގެންދާނީ އެނިޒާމާގުޅޭ އެހެން ކަންކަންވެސް އެކުންފުންޏަށް ފުރިހަމަކުރެވުނީމާ. ދާދި އަވަހަށް އެހެން ތަންތަނުގައިވެސް ދަތުރުފަތުރުކުރުމުގެ ނިޒާމް ގާއިމްވެގެންދާނެ.
ތަކެތީގެ އަގު ހެޔޮކުރުމުގައި ކުރަންޖެހޭ ކަންކަމުގައި ޓެކްސް ނަގާގޮތް، ޑިޔުޓީނެގުން ހުއްޓާލުމާއި އަދި އެހެނިހެން ޓެކްސް ނަގާގޮތް ބަދަލުކުރުން، އެބަދަލު ގެނެވެން އަޅުގަނޑުމެންނަށް އޮތީ ރައްޔިތުންގެ މަޖިލީސް މެދުވެރިކޮށް. ސަރުކާރުން މިހާރުވާނީ އެކަމާގުޅޭ ލިޔުންތައް މަޖިލީހަށް ހުށަހަޅާފައި. މިމަޖިލީހުގެ މިދައުރުގެ ތެރޭގައި އެކަންވާނެ ކަމަށް އަޅުގަނޑަށް އިޤްތިޞާދީ ކޮމިޓީގެ ރައީސް ޤާސިމް އިބްރާހީމް މިދިޔަ ބުރާސްފަތި ދުވަހުވެސްވަނީ ވަރަށް ބޮޑަށް ޔަޤީންކަން ދެއްވާފައި. އެހެންވީމާ، އަޅުގަނޑު ލަފާކުރަނީ އިޤްތިސާދީ ކޮމިޓީއާއި މާލިއްޔަތު ކޮމިޓީގެ އެއްބާރުލުން އަޅުގަނޑުމެންނަށް ލިބޭކަމުން އަޅުގަނޑުމެންނަށް ޓެކްސް ބިލްތައް މަޖިލީހުގެ މިދައުރުގެ ތެރޭގައި ނިންމޭނެކަމަށް. ޓެކްސް ބިލްތައް މިދައުރުގެ ތެރޭގައި ނިންމުމަށް ސަރުކާރުން ވަރަށް މަސައްކަތްކުރާނެ. އަޅުގަނޑު ވަރަށް މަސައްކަތްކުރާނަން، އަޅުގަނޑަށް އެކަމުގައި ކުރެވެންހުރި ހުރިހާ މަސައްކަތެއް ކުރާނަން. އަޅުގަނޑު ރައްޔިތުންނަށް ޔަޤީންކޮށް އަރުވަން ބޭނުންވަނީ، އަޅުގަނޑުމެން ހުރިހާ މަސައްކަތްކުރީމާ އެކަންކަން އިރާދަކުރެއްވިއްޔާ ވާނެއޭ.
އަޅުގަނޑުމެން ތަކެތީގެ އަގުހެޔޮކުރުމަށް ދެންކުރަންއޮތްކަމަކީ އަޅުގަނޑުމެންނަށް ލިބޭ މިންވަރުން ދިރިއުޅުން ފެށުން. އަޅުގަނޑުމެންނަށް ލިބޭއެއްޗަކުން ހޭދަކޮށްގެން ކުރިއަށްދިއުން. އަޅުގަނޑުމެން އަބަދުމެ ފާހަގަކުރަމުން މިދަނީ، ދިވެހި ދައުލަތަށް ދިވެހި ސަރުކާރުން މިލިބެނީ ހަތް ބިލިއަނެއްހާ ރުފިޔާއޭ ރަނގަޅު އަހަރެއްގައި. މިއަހަރު ހަ ބިލިއަނަށްވެސް އަޅުގަނޑުމެން ނާރައި. އެހެންނަމަވެސް، ރަނގަޅަސް ގޯހަސް އަޅުގަނޑުމެން އެބަޖެހޭ، އެ ހަތް ބިލިއަން ރުފިޔާގެ ތެރެއިން ހަތަރު ބިލިއަން ރަނގަޅު މުސާރައަށް ޚަރަދުކުރަން. އެއީއަކީއެއް ސަރުކާރެއް ރަނގަޅަށް ހިންގަމުން ގެންދެވޭނެގޮތެއް ނޫން، އަޅުގަނޑުމެން އެބަޖެހޭ ސަރުކާރު މުވައްޒަފުންގެ އަދަދު މަދުކުރަން، އަޅުގަނޑުމެން އެބަޖެހޭ، ސަރުކާރު މުވައްޒަފުންނާއި ސަރުކަރު ހިނގާގޮތަށް ބޮޑު ބަދަލެއް ގެންނަން.
އަޅުގަނޑުމެން އިންތިޚާބު ވެފައި މިތިބީ އެ ބަދަލުގެނެސްދޭނެ ކަމަށް ބުނެ ރައްޔިތުންނަށް ވަޢުދުވީމާ. އަޅުގަނޑުމެން އެބަދަލު އިރާދަކުރެއްވިއްޔާ ގެނެސްދޭނަން. އެ ގެންނައިރުގައި އަޅުގަނޑު ހަމަ ވަރަށް ސާފުކޮށް ދަންނަވަން ބޭނުން، ސަރުކާރުގައި މަސައްކަތްކުރާ ބައެއް ބޭފުޅުންނަށް، ސަރުކާރުގައި ކުރައްވަމުން ގެންދަވާ ބައެއް މަސައްކަތް ހުއްޓަވާލައްވާފައި އަމިއްލަ މަސައްކަތަށް، ޕްރައްވެޓް ސެކްޓަރ މަސައްކަތައް އެނބުރި ވަޑައިގަންނަވަން ޖެހިދާނެ. އަދި ބައެއްފަހަރަށް އިތުރަށް ތަޢުލީމު ހޯދައިގެން އިތުރު މަސައްކަތެއް ކުރާގޮތަށްވެސް ކަންތައްތައް ހަމަޖެހިގެން ހިނގައިދާނެ. އެހެންނަމަވެސް، އަޅުގަނޑު ޔަޤީންކޮށް އަރުވަން ބޭނުން، ހުރިހާ ބޭފުޅުންނަށް ސަރުކާރު ދޫކޮށްލަންޖެހޭ ބޭފުޅުންނަށްވެސް، ސަރުކާރުން ފުރިހަމަ ޕްރޮގްރާމެއް އަރުވާނެ. ގެއްލުމެއް ވާގޮތަކަށް އަޅުގަނޑުމެން އެކަމެއް ނުކުރާނަން. އެހެންނަމަވެސް، ތަކުރާރުކޮށް ދަންނަވަން އޮތް ވާހަކައަކީ މިއީ، އަޅުގަނޑުމެން ކުރަން ޖެހިފައިއޮތް ކަމެކޭ. އަޅުގަނޑުމެން އެކަން ކުރާނަމޭ. އަޅުގަނޑުމެންނަށް އޭގެ އިތުރުން، ތަކެތީގެ އަގު ހެޔޮކުރުމަށްޓަކައި ކުރަންހުރި ކަންކަމަކީ، ހަމަ ދަތުރުފަތުރުކުރުމުގެ ނިޒާމް ރަނގަޅުކުރުމާއި، ތަކެތީގެ އަގުހެޔޮ ކުރުމާއި ނުވަތަ ގެދޮރު އިތުރުކުރުމާއި އަދި ހެލްތް އިންޝުއަރެންސްގެ ކަންތައް ފުރިހަމައަށް ގެންދިއުން.
އަޅުގަނޑުމެންގެ ދެން ތިން ވަނައަށް އޮތް ވަޢުދަކީ، ގެދޮރު ބިނާކޮށް ދިނުމުގެ ވަޢުދު. އޭގައި އަޅުގަނޑުމެންނަށް މިހާރު މިވަނީ 1900 ގެ އެޅުމުގެ ކޮންޓްރެކްޓުގައި ސޮއި ކުރެވޭ ހިސާބަށް ކަންކަން ގެންދެވިފައި. ކުރިއަށް މިއޮތް ދެ ހަފްތާއެއްގެ ތެރޭގައި އަޅުގަނޑުމެންނަށް އެ ކޮންޓަރެކްޓްތަކުގައި ސޮއި ކުރެވޭނެ. އޭގެފަހުން އަނެއްކާވެސް އަޅުގަނޑުމެންގެ އަމާޒު އެއީ، 10000 ގެ އެޅުމުގެ މަސައްކަތް ބާރަށް ކުރިއަށް ގެންދިޔުމަށްޓަކައި އަނެއްކާވެސް ބިޑް ކޮށްގެން އަޅުގަނޑުމެންނަށް އެކަން ހިންގޭނެ.
ޞިއްޙަތާ ގުޅޭގޮތުން އަޅުގަނޑު ދަންނަވަންއޮތް ވާހަކައަކީ، ވަރަށް ގިނައިން އަޅުގަނޑަށް ފެނިފައިހުރީ ރާއްޖެއާ ގުޅޭގޮތުން މިހާރުވެސް ލިޔަމުން އަންނަ ލިޔުންތަކުގައި، ޚާއްޞަކޮށް ރާއްޖޭގެ އެކިއެކި ފަރާތްތަކުން ލިޔަމުން އަންނަ ލިޔުންތަކުގައި އެލިޔުންތައްވެސް ލިޔުއްވާ ބޭފުޅުންނަށްވެސް، އަމިއްލަފުޅަށްވެސް އެލިޔަންވާގޮތަށް ގެންގޮސް ދެކޮޅު ނުޖެއްސިގެން އުޅުއްވާތަން. އެ ފަށްޓަވާފައި ހުންނާނީ 1977ގައި މިވެނިކަމެއް ހުރީ ވަރަށް ދެރަކޮނޭ، މިހާރު ހުރީ ވަރަށް ރަނގަޅަށޭ. އަޅުގަނޑުމެންގެ މައިގަނޑު ނުކުތާއަކީ މިހާރު ހުރީ ރަނގަޅަށޭ. މިދަންނަވަނީ ޅަފަތުގައި ދަރިން މަރުވާ ވަރާއި، ވިހެއުމުގައި މައިމީހާއަށް ދިމާވާ ހާލަތާއި، ދުނިޔޭގައި ދިރިހުންނަ މުއްދަތާއި އަދި މިހެންގޮސް އާދައިގެ ގައިންގައިން އަރާ ބަލިތަކާ މިބާވަތުގެ ކަންކަމުން ދިވެހިރާއްޖެ މިހާރު މިވަނީ ވަރަށް ކުރިއަރާފައި. ދިވެހިރާއްޖެއަކީ މިބާވަތުގެ ކަންކަން އެންމެ ދެރަ ގޮތުގައި އޮތް ޤައުމެއް ނޫން. އެހެންވީމާ، ރާއްޖޭގެ ޞިއްޙަތާގުޅޭ ސިޔާސަތެއް ދެން އެކުލަވަލާއިރުގައި އަޅުގަނޑުމެން ދެން އެކުލަވާލާންޖެހޭނީ މިކަންކަން އަޅުގަނޑުމެންނަށް އެނގިތިބެ. އަނެއްކާވެސް އަޅުގަނޑުމެން މެލޭރިޔާ ނައްތާލަން އަޅުގަނޑުމެން ހުރިހާ ފައިސާއެއް ޚަރަދު ކޮށްފިއްޔާ އަޅުގަނޑުމެންނަކަށް އަޅުގަނޑުމެންގެ ޙަޤީޤީ ޞިއްޙީ ފަރުވާ ބޭނުންވާ ފަރާތްތަކަކަށް އެ ޙަޤީޤީ ފަރުވާއެއް ފޯރުކޮށެއް ނުދެވޭނެ. އަޅުގަނޑަށް ފާހަގަވެފައިއޮތީ، އަޅުގަނޑުމެންގެ ތެރެއިން މަރުވާމީހުންގެ ސާޅީސް ޕަސެންޓް މީހުން މި މަރުވަނީ ގައިންގައިން އަރާ ބަލިތަކުންނެއް ނޫނޭ. ހަމަ ތަރައްޤީވަމުން އަންނަ ޤައުމެއްގައި ދިމާވާ ބާވަތުގެ ކަންކަމާ ގުޅިގެން މީހުން މަރުވާ އުޞޫލުންނޭ ރާއްޖޭގައިވެސް މީހުން މަރުވަމުން އަންނަނީ. އެހެންވީމާ، އަޅުގަނޑުމެން އަމާޒުކުރަންވީ މިހާރު އަޅުގަނޑުމެންގެ އަމާޒުތަކުގެ އިތުރުން، އަޅުގަނޑު ދަންނަވާނީ މިބާވަތުގެ ބަލިތަކާ ދިމާވާ މުޖްތަމަޢެއްގެ ޞިއްޙީ ޚިދުމަތްތަކާ ގުޅޭގޮތުން ކަންކަން ކުރިއަށް ގެންދާނެގޮތް. އެހެންކަމުން، އެކަމަށްޓަކައި ވަރަށް ރަނގަޅު މަދު ހޮސްޕިޓާ އެބަ ބޭނުންވޭ. އެހެންނޫނިއްޔާ މި ސާޅީސް ޕަސެންޓް މީހުން މަރުން ސަލާމަތްވުމަށްޓަކައި ނުވަތަ ބައްޔަށް ޝިފާއެއް ހޯދުމަށްޓަކައި ރާއްޖެ ދޫކޮށް މި ދާންޖެހެނީ. ރާއްޖޭގައި ހުރި ހުރިހާ ޞިއްޙީ ޚިދުމަތެއް އަދިވެސް އަމާޒުވެފައި މި ހުންނަނީ މެލޭރިޔާ އަދި ޕޯލިޔޯއަށް ކަމަށް ބޮޑަށް އަޅުގަނޑަށް މި ފާހަގަވަނީ. ޙަޤީޤީ ބަލި، ރާއްޖޭގެ ގިނަމީހުންވާ ބަލިތަކުގެ ޝިފާއާއި ފަރުވާ ލިބެން މިހުންނަނީ އިންޑިޔާގައާއި ސިލޯނުގައި. ރާއްޖޭގައި މިހުރީ ޙަޤީޤަތުގައި އިތިއޯޕިއާ ނުވަތަ ސޯމާލިޔާ މިއިން ޤައުމެއްގައި ބޭނުންވާ ފަރުވާ ލިބެން. އެހެންވީމާ، އަޅުގަނޑުމެންނަށް އެބަދަލު ގެންނަން މުހިންމޭ އަޅުގަނޑުގެ ނަޒަރުގައި އަޅުގަނޑު ބަލައި ބަލައި ހޯދައި ހޯދައި އަޅުގަނޑަށް ފެނުނީ މިތަން. އަޅުގަނޑަށް ހެލްތްގެ ބައެއް ބޭފުޅުން މިކަމާ އިންކާރުވެސް ކޮށްފާނެ.
